CONVENER’S ANNUAL REPORT + ANY QUESTIONS FROM THE FLOOR
Another busy year has passed for the Community Council with a lot of changes to the committee. First of all I would like to thank the long serving members who left the committee last September.
Sue Minns who as convenor transformed KCC and at the same time having her own professional life. Beth and Clive McClure who despite both being very unwell last year managed to attend, contribute and work behind the scenes. Bert Baker who had over 30 years of Community Council experience. On behalf of our community thank you all.
During the year we have dealt with a number of new and continuing issues and finalised others:
- Napier Point – one residence completed and still much to do on this site – we keep a watching brief and look forward to more progress on this development.
- Midge Lane – the new Forest exit is now being used and so far there have been no complaints to the Community Council. There has been no more flooding. However, a close eye must be kept on the ditches by those who live along the road.
- A880 Footpath - this footpath has now been partially completed but the Rumble Strip has still to be completed. It has been said that the “improvements” have added to the danger. We still await information about further funding to bring this footpath up to a reasonable and safe standard.
- Community Action Plan – has been completed and action is being taken when it is practical to do so.
- Wind Farm at Cove – Planning application withdrawn for several very well publicised reasons that are said to have cost the taxpayer around £250,000.
- Wind Farm at Bachan Burn. One goes and another much larger development is proposed. Discussions with the proposer are ongoing with Cowal Community Councils. FCS administers the land on behalf of the Scottish Government. Because of the size of the proposed development the planning application will be determined by the Scottish Government – so in effect they will determine their own planning application unless A&BC object!
- Public toilets – The toilets by Kilmun Pier are still closed despite SEPA confirming that it is not necessary to divert sewage to the main sewage system as advised by A&BC. .All that is required is repairing the down pipe. Despite this A&BC are still intending to update the toilets in the graveyard that I believe have no hot water.
- Speed Limits – we have successfully campaigned for a limit between the Cot garage and Rashfield, and through the village of Clachaig. We expect both speed limits to be in place shortly.
- Coping with Emergencies. We are now set up should an emergency occur. Thanks to David and Sue.
- Clachaig still does not have mains water and we are actively pursuing the possibility of having mains water installed for the benefit of the residents.
- We have also supported Blairmore Village Trust with their exciting plans for Blairmore Green, Strone PTA with their proposed changes to the catchment area for Strone School, better broadband for our area – especially for Clachaig and surrounding areas that have a diabolical down and up load speed – or none at all!

Since our last AGM your Community Council has reverted to monthly meetings, however it is disappointing to report that there are now only 5 Community Councillors and despite reverting to monthly meetings attendance by the community has fallen. 5 councillors is the minimum we are allowed to operate with – if one of us resigns or leaves the area the Community Council will cease to exist. Thus leaving the community without a statutory body to represent its interests.
On behalf of our committee our thanks to Councillor Marshall who has been a great help during the year. To David McKenzie our National Park representative who has worked tirelessly for our community. To his credit we now seldom hear complaints about the Park. David is standing for re-election. If there is more than one candidate everyone in the ‘Register of Electors’ list should receive ballot papers during June.
